He's just a hound...
No, St. Dominic is not actually chasing the dog away. Before his birth, St. Dominic's mother had a dream in which she gave birth to a dog carrying a torch. The dog ran around, lighting the whole world on fire. The dream foreshadowed the great power of the preaching of St. Dominic and his order, whose members were refered to as the Hounds of the Lord ("Domini canes" in Latin, a play on the word Dominican).
